Handles almost look like a brake adjust spoon, but the front makes me think some sort of leather working tool

Ive seen a tool like that us3d on shoes to kind of stretch the leather in a certain spot that needs it.

Detail scrounging through the big old shop left-behinds on the place we just bought one of the gal’s found this:
“Papa do you want this?”
Oh Yeah.
Guage face is graduated in “HUNDRTHS INCHES WATER”
Backside cast lettering says:
BACHARACH
DRAFT TUBE (threaded hole)
CLOSE FOR ZERO CHECK (lower smaller hole)
PITSBURGH 8,PA.U.S.A.
And another busted engine found; an opened up suitcase Yamaha 1000 watt inverter unit.
Of course many here should know what this is. What it is used for.
